I don't think it would be all that difficult to administer. You give a 
fixed amount to all your scholarship athletes. Nonetheless, you are 
probably correct that the NCAA won't touch it. Over the years, the NCAA 
has taken steps to reduce expenses as a means of establishing parity. 
Adding a couple hundred thousand a year to the budgets would be a tough 
sell. Just because it's the right thing to do is probably irrelevant.

Those of us who have been around long enough (Mr. Stone and I qualify; 
not so sure about Mr. Beach) remember when college athletes got "laundry 
money" - twenty-five dollars a month or so. Today that would probably 
equate to a couple hundred.
