Well, I checked the NCAA Sports web site and found out
that several teams had fewer field goals than
Nebraska, and of those, these had fewer or equivalent
field goals attempted:

Temple 3 for 6
Nevada 4 for 7

However, these stats do not include bowl games, and
Nevada kicked 4 FG's last night.
