One rule change I'd like to see at both the college and pro level is the 
option for the refs to call a 5-yard personal foul penalty (as they can 
do for face-masking).  There are so often borderline cases where either 
nothing is called or it's 15 yards and an automatic first down!  A 5 
yard penalty would be more fair in many cases.  If I were a ref - which 
fortunately for everyone, I'm not - I'd like such an option.
