The problem with reducing halftime is the activities involved there  too.  
The bands are on scholarship and need to perform.   In  all but the top 
tier of colleges, some halftime band performances are the real reason  people 
are there.  Plus - the TV people need time to talk.  I bet they  won't 
shorten halftime - but that would be the place to go.
