Must have been the TV networks.  They probably wanted shorter games so they
could show more on a Saturday.  (Plus, the TV guys are the only group that
has a concrete effect on the NCAA's rules ... 8^)

But I noticed that it didn't work as intended.  This was my first season
time-delaying some college football games on my computer (using MythTV).
Almost every game was scheduled for 3 hours 30 minutes, and fully 50% of the
games I recorded didn't fit in that block -- I had to extend the recording
time 30-60 minutes to catch the whole thing.
