[Husker] Rule Changes

Who exactly was complaining that the games were too long?  I never really
got that.  Was it the networks?  Athletes?  Fans?

IMHO, last year's rule changes were a disaster.  Glad they're addressing
those.  But a shorter play clock will probably lead to more delay penalties
and wasted time outs.   They'll also be less "Peyton-ing" by the QB at the
line of scrimmage, which may lead to more sacks and ints.  Good stuff!
