I suspect that Bo was the first choice all along.  I don't want to 
speculate on why Dr. Tom didn't offer to Turner, but I think his 
statement was that he felt the need for a defensive head coach.  If 
anyone saw the Defensive Line evaluation by Jason Peter on www.ketv.com 
video website, its pretty obvious that there was a huge lack of 
fundamental coaching on the defensive side of the ball.  I dare say this 
will NOT be the case with a Pelini coached team.
