You are correct, Roger. It is a penalty if they would have participated
in a play wearing identical numbers. Simply lining up this way is not
an infraction until the ball is snapped. I remarked at the time that
the KU coaching staff was probably screaming at their players that a
play was not going to be run because of this.

I noticed while watching a recording of the KU game, both Taylor (#13)

McKeon (#13) where lined up at the same time. The play was the attempt
to
draw KU offside prior to a punt on 4th down in the first quarter.
