I believe that's how it was explained.

When the whistle blows, players are supposed to stop, and can be penalized
for unsportsmanlike conduct if they don't.  Thus it really isn't fair to 
either team to rule something a fumble after the whistle blows if the 
players are not supposed to be going for the (apparently) loose ball.

BTW, I think my favorite call of the day was in the Stanford game.

An apparent fumble is picked up and run back for a defensive score, and
the player dives into the end zone.  He gets a flag for celebration.

But wait, there's a review of the play, and the recall booth determines
that it was really an incomplete pass.  No fumble, no touchdown.

BUT THE CELEBRATION PENALTY STANDS!

After Baylor's defeat of KSU yesterday, a game that featured 9 turnovers and
19 punts, will they be favored on the road against CU next Saturday?  :-)
Baylor also added to their nation-leading penalties with 11 of them.
