     I am just going to make a guess here but it could be if it was decided 
it was a lateral after review where do you then place the ball?  The only 
thing you could do is place the ball at the point of recovery.  Last night 
was a good example.  I don't remember the player that recovered for NU but 
he probably could have gone in for the score.  But, when he heard the 
whistle he stopped.  Do you award the touchdown based on what probably would 
have happened?  Do you give NU the ball where he stopped running?  Or, do 
you give NU the ball at the point of recovery?  There are reasons why every 
one of those three options wouldn't be right or fair.  The rule takes that 
judgment out of the officials hands.  I might be wrong but that would seem 
like the reason for the rule.
