[Husker] Highest rated ESPN game ever/bowl officiating

The 2005 Alamo Bowl was the highest rated sporting
event ever on ESPN. Must have been because of
Michigan. ;)
I can not remember any bowl season where the
officials struggled as much as they have this year. I
have watched every bowl game, except the Emerald Bowl,
and there have been so many calls that were
controversial.
The Cotton, Outback, and Alamo had to had the worst
officiating of all of them. The boys who did the
Sugar Bowl last night struggled most of the night.
Question for the list:
When a team calls a time-out and the officials
decide to review a play, reverse the call in favor of
the team that called the time-out, does that team get
their time-out back? I thought that the rule in
college was different. Last night, UGa called a
time-out, a play was reviewed and reversed in the Dogs
favor, then the official announced that UGa would not
be charged a time-out.
Can someone clarify this rule for me?
