[Husker] please explain

Can someone please explain the Big 12 or Nebraska TV rights with regards 
to basketball? I have the Dish Network sports package - all the Fox Sports 
channels, yet most of the time when Nebraska basketball is on, such as the 
Miami game recently, it's only shown within Nebraska. 

Is this because of conference rules, Nebraska' contracts, Fox Sports, or 
what?
