Different things affect different parts of the game

Very cold weather makes it much harder to catch the ball, you really want a
QB with some touch. 

Slippery field helps the O on the pass, The WRs know where they are going to
cut, DBs need to react. A WR can plan his cuts if it is really slick.

Obviously rain makes it very hard to throw the ball, because of the slick
ball and the weight of the ball. 

So there is no one size fits all answer to how the weather affects the game
