I never heard that the NCAA made that play illegal,  however I 
do know that the fumblerooski (also used in 82) was now
made a penalty. That was the play where the center, on 
the snap, placed the ball behind the guard,  the QB and RB
ran fakes the guard, picked up the ball and ran.
