Once the quarterback has made an attempt to pass the ball, i.e., his arm
motion has gone forward, then it is considered a pass attempt. That is the
standard used by referees to determine if a quarterback fumbled the ball or
was attempting to pass it. The arm must be going forward.
In the above example, if the ball is batted back to the quarterback and he
catches it, then it is considered a completed pass...to himself!
If the quarterback drops (fumbles) the snap from center, he can still pass
the ball.
