The problem is that Washington was behind Oklahoma in the AP poll going
into the bowls, so the Holiday Bowl would not have been #1 vs. #2.
Would they have jumped OU if OU had beaten someone else in the Orange
Bowl? Maybe, maybe not.
http://www.soonerstats.com/fb/polls/index.cfm has historical weekly AP
rankings. I didn't really look for the UPI poll so I don't know if UW
was #2 in that one.

I disagree.
Washington had the opportunity to play BYU in a Bowl (very low paying
Holiday Bowl that the WAC was tied to at the time). UW went instead to
the Orange Bowl where they beat OU.
Had UW played and beated BYU, the would have had a valid claim to the
MNC, instead they went for the money. BYU played and defeated a 6-5
Michigan team instead.
