[Husker] Would a 6-5 Nebraska team be bowl-eligible?

Does Nebraska need 2 more wins to be bowl-eligible this year?

In the 2002-03 season they had six wins in the regular season, including 
a win over 1-AA McNeese State.  Aren't they allowed to count a win against 
a 1-AA towards bowl eligibility just once every four years?

Maine is also 1-AA, so it seems to me that a plain text reading of the
bowl eligibility rules on the NCAA website says that the Huskers need TWO
more wins to have 6 wins against 1-A teams.
