You want punts to go out of bounds at the 1, do you do not want kickoffs
to go out of bounds unless you prefer your opponent having good field position
rather than risk a potentially long (and often momentum-changing) kickoff
return. However, a kickoff that _almost_ goes out of bounds can be a good
thing because it can help contain the kick returner.
