I read the article as well.  It was written about the NFL but included 
the ranking of college teams also.  St. Louis is ranked #1 (Oakland was 
#2) in the NFL and the article centered around their team and how they 
incorporate the Wonderlic testing into draft day deciscion-making.  One 
thing I couldn't tell from the article was what college players were 
tested to compile the college rankings, or if they just used scores from 
players tested at the NFL combine.
