[Husker] Time clock at end of half

I know someone mentioned that the ref's could have reviewed the play to
see if there was still time left for the FG but what amazes me is the
fact the not one play was reviewed yesterday. With the way the Big XII
refs like to use the review this really surprised me.

The time keeper's cue to start and start the clock is the ref's whistle.
If you go on that, the clock started and stopped correctly after the
spike.  Now, whether or not the clock should've been stopped at 4
seconds is a little less clear.
