There are probably circumstances under which calling a time out when you

If the penalty occured with less than 2:00 left, it would not only be a
5-yard penalty, but also a 10-second runoff, I believe. This is typically
sufficient deterent to calling timeouts with none left, since if you are
needing resort to that with under 2:00 left, every second is very precious.
