IMHO there are three reasons for that:

1.  For many years Nebraska did most of its OL and DL recruiting in-state and
    didn't miss very many good in-state players.  The recruiting gurus don't 
    pay as much attention to players who aren't in play at 2 or more schools.

2.  As I've noted before, Nebraska's offensive wasn't what everybody else was
    recruiting for.  Many VERY GOOD players came to Nebraska that didn't get 
    a nibble from Notre Dame, or the SEC or the Big 10 or the rest of the Big
    8/12.

3.  The Notre Dame phenomenon:  If Notre Dame is interested in you, wow you 
    must be a blue chip player!  If Nebraska is interested in you, ho-hum,
    you must be an option-offense player.

I'm not sure ANY of these are still the case.
