[Husker] Final Coaches Poll votes to be public

If the big concern in this is that one or a small number of coaches
might attempt to skew the results by their ballot, a very good
protection against this is to throw out some number of low and
high rankings for each team.  For example, if there are 64 coaches
balloting, take out the low 8 and the high 8 ranks for each team
and use the 48 middle rankings for each team's score.  This would
largely remove the impact of any attempts to skew the ranking by
a small number of coaches.  This was done with the computers and
also should be done with any human poll.
