[Husker] Instant Replay for Big XII

The Big XII is poised to approve instant replay in
football games starting this upcoming season.

It will be very similar to the Big 10 system, where
the final call is made by an official in the press
box.  One difference is that there will be a monitor
on the sideline so the field referee can see the same
replay as the replay official as they discuss the
play.

Non-conference games will have the option of using
replay, though the opponent will need to approve the use.
