The part about Ann Richards insisting Baylor be in the Big 12 is accurate.  Concerning Arkansas, they wanted nothing to do with the Texas schools.  Why do you think they quit the SWC and bolted to the SEC?  BYU was never considered for the Big 12.  That leaves a bunch of smaller Texas schools,  TCU, SMU, Rice, etc that were not good options.  Baylor wasn't a bad choice at the time, nor is it now.

The question is whether either school would be interested in moving today,
as well as whether they'd be good fits academically or athletically. If

I heard that they trademarked Big 12, Big 13, Big 14 and Big 15, and possibly even Big 16. Once you're filing one trademark, the cost of covering the rest 
of your options is fairly small.
