[Husker] Scholarship limit question

Does anyone have any insight into the number of recruits vs the 25
scholarship limit? I am wondering if:
a) The JUCO recruits count against the class they will graduate with and
therefore not against the 25 this year? OR...
b) Some of the recruits are coming as walkons with the understanding that
they might earn a scholarship later? Can they do that if their class already
has 25 and none of the original 25 leave? OR...
c) Are BC and co. splitting some of the scholarships and giving some kids a
partial, ie. books, or tuition, but not both? A friend of mine from USAFA
was recruited by NU in the early '80s and said that was common then, but I
don't know if it is still done, or still legal?
Just asking because Huskerpedia shows us with 30 so far (29 taking away
Souder the "grayshirt") and there are still a couple more possibles out there
like Reggie Smith.
Apparently they just landed Barry Turner, a 4-star DE from Tennessee, who
makes 31.
