There are no specific contact rules regarding those who have verbally
committed to a school.  (In the inimicable words of Samuel Goldwyn,
a verbal contract isn't worth the paper it's printed on.)

However there's a whole section in the NCAA Handbook on when and how 
schools can have any contact with recruits, even if initiated by the recruit.
