It happens all the time. Multiple schools are in on a prospect. The
prospect picks school A. Schools B and C are not going to give up on
this prospect unless the prospect flat-out says "please QUIT CALLING
ME!!".

Recruiting can be an unsavory business, even when everyone acts
according to the rules.
