This is probably an example of situational ethics.

The key is who initiated the contact.  If the recruit contacts the school,
that's fine.  But the 'friendly' rule is that schools don't initiate
contact with recruits who have verbally committed elsewhere.  The extent
to which there was an existing relationship (before the oral committment)
between the recruit and the school may enter into that.

Does it happen anyway?  Obviously so.  Do most coaches go public about
it?  Probably not, though I'm sure there are behind-the-scenes complaints
and certainly the coaches keep score on each other.  

But there's no love lost between CU and CSU.
