I don't think the point is that this doesn't happen - it's that Gary 
Barnett (and I guess the rest of the state of Colorado - CSU) whine about 
it as if they occupy some high moral ground that no one else does. 

I would guess that the policy of "hands off" for most schools has a 
disclaimer stating "unless we really really really really need to and only 
then if it's discretely done". <G>
