[Husker] TO nearly went to Michigan State after quitting Nebraska (fwd)

I think it could be argued that TO has done quite a bit to raise the 
visibility of Nebraska's 3rd Congressional District, and though he'll
never be a leader in Congress he's become a well-respected back-bencher.
Whether he has the teeth for a primary fight for the Republican nomination
for Governor could be the biggest story in Nebraska in 2005, on or off
the sports pages.  

I suspect he's the only one who will ever know the full story about 
his seemingly abrupt retirement and subsequent actions, but as someone 
who went into semi-retirement in 1999 I can testify first-hand that 
after less than a year I felt I needed to fill a void and to DO 
something, but not necessarily the thing as before.
