I believe you may be right.

"Kent McCloughan
Broken Bow High School Class of 1961. All-State in football in 1959 and 
1960, he was also a star in basketball and one of the most dominant track 
runners in history. He played a key role in helping Bob Devaney rebuild the 
Nebraska Cornhusker football program. He went on to play defensive back for 
the Oakland Raiders and was all-pro several years. His high school legacy 
lives on in track where he won three state meet gold medals in the 100-yard 
dash and set the 220-yard dash of :21.4 in 1961."

He states in this article, that he was drafted in the 3rd round by 
Washington, and the 11th round by Houston. This was at a time when I was 
quite young, so I'm guessing that the AFL and NFL had separate drafts 
then???
