Keeping all the paperwork straight for all the athletes on all the teams,
plus recruits, is a lot of work.

UNL, like most schools, has an NCAA Compliance Officer, but that didn't
keep Nebraska from being found to have violated several rules in at least
two sports in the past few years, did it?

I suspect that the NCAA holds numerous seminars during the year on how 
to interpret the regulations properly rather than expecting even academics 
to slog through the Handbook.  I doubt the media is invited to attend them.
