[Husker] Scholarship limit question (Ridiculously Long) (fwd)

All of this dissection of NCAA regulations and the interpretation thereof has me about to fall asleep. 

Isn't it safe to say that the football department, including the coaching staff, recruiting staff and administrative staff has an EXACT handle on how many scholarships they have to offer and are attempting to sign that many players as a result? 

In turn doesn't that make this entire conversation a mute point? 

Just wondering and somewhat stating what I think should be the obvious.
