The problem is that there is no way to verify an injury in time to
permit immediate enforcement.
So far the best idea is probably still some variant on the yellow
card system.
It could even be extended to permit a conference or possibly the NCAA to
do post-game review of a call to modify the extent of any penalty, though
I'm not sure how well that would work.
However, soccer's yellow card system has its flaws, too. There are reports
of international players faking injuries well enough to convince an official
to yellow-card a key player for another team.
