It wasn't a signed contract, but it was a letter of
agreement.  A World-Herald story in October 97 said
that in April 1997, NU and Houston's interim AD agreed
to games at Houston in 1998 and in Lincoln in 1999. 
However, once Dave Maggard took over as athletic
director, he found out that not only did the interim
AD schedule games, but so had his predecessor for the
same dates, forcing Houston to have to back out of the
agreement.  There was no signed contract, and Bill
Byrne signed Cal to replace Houston on the schedule.

So I guess that makes Nebraska and Houston even. 
Houston's reason for backing out was because they
inadvertantly screwed up.  I'm not sure Steve Pederson
has the same excuse, though.
