pretty much, that's right. 

an allegation (or a charge) is just that.  

some charges are so serious that warrant suspension while the case is being investigated.  the case at Mizzo is certainly like that and Horne's likely will be as well.  However in the meantime calmer minds will recall that suspension does equate to guilt, either to the program or to the individual.

Recall what Ray Donovan, Reagan's Secretary of Labor said to the press upon be cleared of bribery and corruption charges.  "What office do I go to get my reputation back?"
