To me, whether Horne is an All American or a bottom of the depth chart backup, the
key is that the rules are applied evenly.
Now I do not know if or how the rules have changed since TO, but it used to be
(an may still be) that 1st drug test failure (or caught with drugs), was a warning,
the second was a 1 year suspension from the team (Aaron Wills was the last I recall). The
team never announces failed tests, so only if this becomes public do you find out.
This was Horne's second time being caught in public with drugs.
One final point, since the season is over and no penalty will be in effect until next season,
there is not a real reason for the coaches to rush the decision.
