Yes, it definitely is used for HS games, playoffs anyway.  Our school
(Cedar Park) played there last weekend.  As part of the marching band, my
daughter got to go on the field.  I thought she'd be thrilled, but she 
didn't think much of it.  Her specific complaints were that the surface 
around the playing field was really choppy (probably tough for kids 
coming onto the field with instruments), and the seats were narrow and 
uncomfortable, and her overall impression was not favorable.

I think the Cowboys are trying to get a new stadium, and will try to 
lure the OU-Texas game away from the Cotton Bowl.  The Cotton Bowl 
thought they had a gentleman's agreement that they not do that unless 
the Cotton Bowl failed to get their committed renovations done.  I think 
it is a minor renovation.  The Cotton Bowl is over 70 years old.  I 
don't know if the new stadium people will go after the bowl game as well.

I don't remember why the Cotton Bowl fell out of favor, I suspect as 
bowl payouts escalated, they couldn't keep up.  I imagine the Fiesta 
Bowl outbid them for the spot in that Bowl Coalition (BCS predecessor).
