Just to the right of the "security" jack there was a jumper cable that went from a jack labeled "test" to a jack labeled "add". When I unplugged the "test" jack the handsets went from saying "line in use" to "check phone line." So, I plugged the jumper cable into the "security" jack instead of the "test" jack and got a dial tone.</span></div><div id="yui_3_16_0_ym19_1_1486244796900_31186" dir="ltr" abp="6759"><span abp="6760"><br></span></div><div id="yui_3_16_0_ym19_1_1486244796900_31185" dir="ltr" abp="6759"><span abp="6760">Thanks to everyone who responded. I didn't think it would because it is disconnected a the other end where it went into the panel, but I tried it anyway (still attached to the terminal strips which I removed from the HAI board).
