Well, it doesn't sound like fixing 11-15 is in the works, but HAI 
probably will find it easier to just accept values 1-17 and be done with 
it.  Everyone should be happy with that.

Stating that ALL ON and ALL OFF are the same as SWITCH ON and SWITCH OFF 
makes theOmni IIe  manual statement about unit and keypad sharing the 
same unit a false statement.  Any use of that would cause two unrelated 
user actions (turning off a wall switch or hitting ALL OFF on a keypad) 
to trigger each others intended responses.

Let's treat a bug as a bug and just fix it.  And make it as simple as 
possible.  Support all buttons.
