That link works just fine.

 

I opened it from the website and I downloaded the file. Both operations
worked just fine.

 

Did you try right clicking and doing a save as?

 

If that doesn't work I'd check your computer and firewall settings.

Thanks, but that link just "clocks" for me.  It's probably related to their
use
of Active Server Pages,, but it just "clocks"  in my browser.  That's why
I'm
looking to get the PDF itself.

But I appreciate that you took the effort to reply.
