You do not need to execute any command to get it on-line.  If connected
correctly and addressed correctly, it will be on-line as soon as the file is
opened.

Is the serial board addressed as "Aegis Link" or "Omni Link"; or is it set
to "Pro-Link"?

Check under the installers programming, option 7 expansion.  Make sure that
the board is addressed (with the jumper) to the address that communicates in
"Aegis or Omni Link".

I am attempting to work on an Aegis 2000 with 1.9a dealer software.

The hardware in question has the main board and a separate Expansion
Enclosure.  The main unit has a single serial board mounted on standoffs.  I
have a serial cable attached to the DB9 on that card.

When I attempt to connect from a laptop through the serial card, I have the
top (of three) light steady and the lowest (of three) flickers when it sees
the first characters from the ONLINE or CONNECT LOCALLY string.  But the
software never goes ON-LINE from OFF-LINE.

I'm pretty certain this same hardware config, including cable, worked before
HAI servied the main board, just before Katrina.

I have manually used a keypad to set the installer code and the PC Access
code. And have set config to one (1) Expansion Enclosure and the first
Module to that and the second and third to Aegis-And I have them both equal
to the same 
value (which some say is wrong, don't they?).
I'm pretty certain this has always worked this way, but wouldn't bet the
farm.

Any ideasof things to try?
